First Level Control Requirements

Portugal has chosen a decentralised control system. The beneficiaries from Portugal will have to propose an independent external controller from the list of statutory auditing firms / entities (ROC/SROC) recognised by the Portuguese Institute of Statutory Auditors (OROC: www.oroc.pt) to the following body :

In compliance with the public procurement rules, the beneficiary will propose the controller to the above-mentioned body for approbation. This body will authorise the controller proposed by the project partner after having checked that the controller is sufficiently independent from project activities and finances and qualified to carry out the control of the INTERREG IVC project. The controller has to be officially authorised before the first expenditure can be reported and confirmed. The controller will perform his/her task under the supervision of the FIRD that will validate the expenditure and sign the partner control confirmation before submission to the Lead Partner.
FIRD provides a standard contract, which has to be used by the partner and the authorized first level controller.

The costs resulting from the control through an external auditor can be reported as eligible external expertise costs in compliance with the relevant EU-regulations and programme rules.

On-the-spot checks

In order to comply with the obligation to carry out on-the-spot checks according to Regulation (EC) No. 1828/2006 Article 13 (2) amended by Regulation (EC) No. 846/2009, Portuguese FLCs will check each project partner on-the-spot at least once.
