First Level Control Requirements

Poland has opted for a mixed system depending on the status of the Polish partners.

  • Project partners from the Marshal Offices, Voivodes, Ministries and Central Offices

If Marshal Offices, Voivodes, Ministries and Central Offices are project partners, a decentralised control system is implemented. In this case, these bodies propose their independent internal controller to the following body:

This body will authorise the internal controller proposed by the project partner if the controller is considered to be sufficiently independent from project activities and finances and qualified to carry out the control of an INTERREG IVC project.

The controller has to be officially authorised before the first expenditure can be reported and confirmed.

Project partners from the above mentioned body can also ask to the Center of European Projects to carry out the first level control. The role of the Center of European Projects is described below.

The control will be free of charge for beneficiaries.

2. Project partners from other organisations

In all other cases, a centralised control system is applied. Expenditure of Polish project partners will thus have to be checked and confirmed by the following body:

If partners mentioned under point 1 do not opt for an independent internal controller, they can use the above-mentioned body.

This Body will perform the first level control free of charge to Polish project partners.

On-the-spot checks

In order to comply with the obligation to carry out on-the-spot checks according to Regulation (EC) No. 1828/2006 Article 13 (2) amended by Regulation (EC) No. 846/2009, the Implementing Authority for European Programmes being an authorised centralised first level control body in Poland, applies a risk based sampling method to select project partners for an on-the-spot check.

Other Country Specific Information:

Polish lead partners can apply for funds from the state budget (up to 15% of the partner’s budget). This mechanism is reviewed each year. It is recommended that interested Lead Partners check the procedure which can be accessed on the website of the Ministry of Infrastructure and Development
