First Level Control Requirements

Lithuania has opted for a decentralised control system. Beneficiaries will propose an external controller selected from the list of the Lithuanian Chamber of Auditors (www.lar.lt) to the following coordinating control body:

This body will authorise the controller proposed by the project partner after having checked that the controller is sufficiently independent from project activities and finances and qualified to carry out the control of an INTERREG IVC project. The controller has to be officially authorised and confirmed before the first expenditure can be reported.

The costs for the controller can be reported as eligible external expertise costs in compliance with the relevant EU-regulations and programme rules.

On-the-spot checks

In order to comply with the obligation to carry out on-the-spot checks according to Regulation (EC) No. 1828/2006 Article 13 (2) amended by Regulation (EC) No. 846/2009, Lithuanian FLCs will check each project partner on-the-spot at least once.
