Bodies responsible for Structural Funds programmes

You can find here the lists of the managing authorities and/or intermediate bodies of Investment for Growth and Jobs programmes and European Territorial Cooperation programmes. If policies under these programmes are addressed by a project, we would expect the relevant organisation to be partner. If they are not partners, the relevant organisation must sign the letter of support submitted with the project application.

National co-financing

Depending on the legal status of the partner organisation, Latvian partners can apply for state budget co-financing in order to cover part or all of their national contribution in the project. Public bodies and bodies governed by public law may apply for 100% of the national contribution, private non-profit bodies may apply for 5% of the national contribution to be covered by state budget co-financing.

The procedure how to apply for state budget co-financing depending on the status of the partner organisation is stipulated in the national regulation:

For more information, please, contact the national point of contact.

National events

Details of any events organised in your country are published here. The national point of contact is responsible for the organisation and registration for national events.

National information day on Interreg Europe is an event for potential applicants. It is an opportunity to gain a deeper insight into the features of the new interregional cooperation programme. The event also offers inspiring examples of INTERREG IVC projects and their achievements.

First level control information

This section provides information on the system set up for first level control in your country. Any costs associated with this control are indicated so they can be planned for in any project budget.

The system

Latvia has opted for a centralised first level control system. Expenditure of Latvian project partners will thus have to be checked and confirmed by the following body:

Ministry of Environmental Protection and Regional Development (MEPRD)
Investment Supervision Department
Peldu 25, Riga, LV-1494

Contact person:

Artis Lapiņš
Director of the Department
Phone: +371 66016734
Fax: +371 67820442
E-mail: artis.lapins@varam.gov.lv

In addition to the regular six-monthly checks, the project partners will be asked to submit a procurement plan within 10 days after project contracting. Procurements will be pre-checked on a sample basis based on the procurement plan submitted.

The costs

The above-mentioned body will perform the first level control free of charge to Latvian project partners.

On-the-spot checks

The first level control body will organise on-the-spot-checks on a sample basis using a risk-based approach.
