Topic of the practice

How engagement with national experts has led to a plan for the sustainable and sympathetic development of a natural resource, balancing a proposed increase in local tourism and jobs while keeping the protection of the environmental at the heart of the project.

Good Practice Information

During the recent Exchange Visit to Romania, the ERCIP partners were given a presentation on the potential for developing Harsova's natural resources; the river Danube and the thermal springs. This was followed up with a site visit which brought home how the proposed development has been carefully considered given the local situation. The plans have backing from the Constanta County Council
regional authority placing them in a position where there is a clear path to obtain initial funding. Thermal water exploitation began with a Feasibility Study and a cost-benefit analysis for a treatment centre. The thermal water is connected to the River Danube’s fault line, and a geological study elaborated by IGR is the first step in obtaining the license for utilising thermal water Harsova.

Evidence of success

By having a clear River Corridor Improvement Plan linking together interest from the local to European level, Harsova has developed a feasibility study addressing the sympathetic use of their abundant natural resources. The next step is to secure additional funding resulting in a new thermal springs tourism facility employing 35 people during construction and 25 permanent jobs when completed.
