Good Practice Information

The Local Balance of Innovation (LBI) methodology measures levels of innovation at NUTS III level. Based on a systemic model, it uses a mix of statistical indicators and self-assessment (direct involvement of local stakeholders in collection and evaluation of original data with some methodological cautions).
After collecting information and computing indicators, a score is given to show the LBI. This methodology is used to inform and improve public policy making in the field of innovation.

Evidence of success

The methodology is based on both qualitative and quantitative indicators and allows policy makers to acquire a deeper knowledge and understanding of the innovation level at NUTSIII level, while this kind of information is usually only available at regional / national levels.
If integrated with other existing methods and experience, the LBI methodology could be applied on a wider scale.
