Topic of the practice

INTEGRATED EARLY WARNING AND FIRE PROTECTION MANAGEMENT SYSTEM

Good Practice Information

The INFOFIRE is an Integrated Information Fire Management System, which includes the combined use of a series of advanced technologies (satellite images, orthophotomaps, geographic information system applications, fire simulation models, meteorological data and digital telematic network for supervision of fire forests connected to the Geographic System) for the protection of forest areas of Prefecture of Western Attica and to guide the application of more effective measures for the prevention of natural disasters and for the operational preparedness of competent bodies.
It is an Integrated Prevention, Confrontation and Control Forest Fire Management System, which includes:
• Creation of a detailed digital representation of the area through the use of satellite images, ground measurements and orthophotomaps
• Collection and digitization of all geographic and descriptive data of the area and integration on a Geographic Information System
• Collection and use of forestry data to create a vegetation Fuel Model & a Risk Assessment of the area
• Installation of a Supervision Telematic Network on selected points
• Installation of fixed meteorological stations on selected points
• Installation of software application for the prevention, confrontation and control of forest fires at the Operational Centre (iincluding Risk Assessment and production of maps (daily, monthly, yearly), Fire Simulation, Incident Coordinates depiction on the digital maps, Time access calculation for operation forces, Optimal route mapping, Optimization visibility zones, Analysis and categorization of area fire history, On-line fire incident announcement, Thematic maps management and creation, Disasters’ assessment and rehabilitation measures, Metadata maintenance and management)
• Installation of necessary equipment and software for the smooth operation of the Operational Centre (acquiring meteorological data, supervision etc.)

Evidence of success

The INFOFIRE is a tool for prevention, early warning and coordination of the fire forces through the use of handy, advanced technology tools adapted to the current reality. The system creates the basis for integrated crisis management in the area through actions such as evacuation, coordination of operational forces and design of remedial measures. It increases operational prepardness of fire fighting resources, optimization of operational planning, guides rehabilitation in support of the competent Civil Protection Authorities. Installation of the system included 2 month pilot operation and simulation exercises. The system was developed as a fully operational structure and continues to operate until today. It operates under the Directorate of Civil Protection of W. Attica Region. The total cost for the development and implementation of INFOFIRE for the specific area was 896.966,40€ and the implementation period was 8,5 months.
