Good Practice Information

"Lebensland Kärnten" aims to build and develop the infrastructure that will sustain Carinthia's emerging e-mobility movement. Through the use of electric vehicles and renewable energy, Carinthia already contributes to the ongoing transformation in the fields of fuelling and mobility. The "Lebensland Kärnten" is communications, dissemination and demonstration initiative directly supported by the Governor of The Federal State of Carinthia, Mr. Gerhard Dörfler, financed by The Regional Government of Carinthia with the budget of EUR 800.000 a year and operatively controlled by The Government's Office, Department 7, Economic Law and Infrastructure.

The main objective of governor of Carinthia is energy autarky using Carinthian own resources of renewable energy and consequently, independence of fossil resources of energy. In course of reaching this target, "Lebensland Kärnten" eMobility mission statement: "In the future, Austria shall make using electric vehicles as easy and convenient as any European country" becomes reality through main activities of building electric charging station, running incentive programs for owners of electrical vehicles, the test driver of electric vehicles programme, running www.lebensland.com, investing in renewables through PPP-Models and organizing at the moment the biggest Fair in CEE and the Congress of eMobility "New Mobility Forum" (www.newmobilityforum.com) once a year.
The main stakeholders of "Lebensland Kärnten" are The Regional Government of Carithia who is financing, automobile association ÖAMTC who has taken the eVehicle distribution, KIOTO Photovoltaics Ltd. in collaboration with Energetica and KELAG who supplies the photovoltaic infrastructure for "Lebensland Kärnten". Architects ogris+wanek has designed and Metallbau Fischer has constructed and produced the first patented Lebensland charging station. To secure sustainable deployment of results, "Lebensland Kärnten" intensively cooperates with educational and scientific public institutions, for example Alpen-Adria University of Klagenfurt and HTL Mössingerstraße technical school or participate in project of communes, regional development and tourism public institutions, associations and private enterprises, for example Carinthian Commercial Chamber, Regional Management Carinthia Ltd. and City of Klagenfurt.

The biggest beneficiaries of activities of "Lebensland Kärnten" are SME, all 130 Carinthians communes and their citizens as well as educational institution situated in Carinthia.

Key success factors identified are very strong political support and explicit goal of making Carinthia independent of fossil fuels, functioning networks for cooperation and the exchange of experiences, economic and knowledgeable and strongly motivated human resources, thorough user tastings and free advice and support for all interested parties.
Those success factors are the crucial conditions needed for a potential transfer into other European regions.

Evidence of success

Every kWh of solar electricity used to run an electric vehicle represents a reduced use of fossil fuels and reduced emissions of CO2. Even more, awareness of eMobility leads to sustainable changes of transport habits decreasing individual transport and increasing a use of environment friendly transport forms.
The most important benefits of this practice are:
- Increased opportunities for establishing new, “green” companies, and thereby new opportunities for employment in the region.
- Increased awareness of the opportunities and advantages of sustainable electric transport.
- Reduced use of fossil fuels and reduced emissions of CO2.
- Improved living conditions.
- Strengthened argument for the tourism business about its health effects.
- Strengthened trademark as a model sustainable society that is at the cutting edge of development.

The objective result of eMobility campaign of "Lebensland Kärnten" is a number of public and as "Lebensland Kärnten" declared eCharging Station from 1 in 2008 to 65 in March 2011. Overall number of eCharging stations in Carinthia is 164 registered at www.e-tankstellen-finder.at or 219 at http://www.elektrotankstellen.net/.

From very beginning in 2008, Lebensland Kärnten initiates the e-bicycle market; today, approximately 130 new selling points for e-Bicycles in Carinthia were established offering over 50 different models in their show rooms.

The "Lebensland Kärnten" Incentive program for buyers of eBikes-Pedelecs in 2010 brought VAT income of at least 147.755,71 EUR for paid out corresponding grants of EUR 94.878,89 (source: Press Release of Regional Government of Carinthia, 1st April 2011).

Within a PPP Program of Carinthian Government, "Lebensland Kärnten" initiated a building and invested in shares of the biggest Photovoltaic Plant in Austria which will be built in Carinthia in summer 2011 beginning providing electricity for up to 1000 eVehicles at the end of 2012.

Carinthia will be exclusive test region for Mercedes E-Cell eCars in Austria. A total of fifteen Mercedes A-Series E-Cell models will undergo thorough testing on Carinthia's roads for the next 4 years starting in summer 2011.
