Hydro-meteorological monitoring system with information about precipitation and water-levels for flood protection.

Good Practice Information

According to the Act on crisis management, one of the assignments of the district crisis management center and local authorities is environmental monitoring. Due to significant vulnerability to flood in the District of Klodzko, during the 1997-2002 period a local hydrometeorological monitoring system was created. Details about precipitation and water levels are provided every 15 minutes to emergency services and on a website. The monitoring system can be used for each phase of crisis management. Currently, 38 measuring points operate in the district: 22 of them measure water levels and 16 stations - precipitation amounts. The data, which is collected automatically, are sent by radio to 17 locations of the District of Klodzko: the district governer's office, the district fire department office, IMGW meteorological station in Kłodzko and to 14 communities. Each station is equipped with a radio which provides alarm communication in case of occurrence hazardous weather and hydrological conditions. In order to make the information available for the inhabitants and other people, a webside was created (www.lsop.powiat.klodzko.pl) which informs about current conditions and the risk of threat occurrence.

Evidence of success

The greatest benefit of the local hydrometeorological monitoring system in the District of Klodzko is the possibility of monitoring the features of environment which potentially can cause natural disasters (especially floods), threatening human life and causing significant material losses. One of the most important advanteges of the monitoring system is its capacity to transfer online the information about current conditions (measurement data) from stations to authorities and services responsible for civil protection and emergency management. Therefore, the system supports decision-making and coordination service at each level of crisis management. The system also provides benefits for the district inhabitants and other people, who can check online the state of hydrometeorologcal conditions. For instance, during heavy rain on the 22nd of July in 2011 there were over 14 000 online visits a day.
