This practice responds to the need to protect persons with disabilities, which requires a new human rights-based approach in emergency management. The practice provides training for disabled and elderly participants so that they can learn how to communicate with care providers in case of emergency. The role of ICT is underlined for this practice as it requires functional stability and easy access to telephones or other emergency signal equipment.

Evidence of success

The need to protect persons with disabilities implies a new vision of the cultural framework of emergency management where the respect of human rights is the basis of any intervention strategy. In the future it is expected that relevant local, national and international institutions will increasingly modify their approach according to this principle.
