Support to development of productive clusters and SMEs networks

Good Practice Information

The practice seeks to create the proper framework to boost the development of productive clusters and enhance the cooperation among companies, creating the appropriate milieu favourable to innovation.
Since 2003, Veneto Region has launched a specific programme for the innovative development of productive clusters. The programme has been designed to take into account and strengthen the spontaneous trend of companies to aggregate together, formalize such clusters and provide funding not for their governance itself but for common initiatives focusing in particular on research and innovation.
The Regional Authority (for the management of the programme and assessment of the projects) and the “clusters consulta” (the general assembly of the cluster managers which makes recommendations to the Region) are involved into the practice.
The existence of intermediary actors like innovation centres, entrepreneurial associations, training
centres can facilitate the process. Other success factors are that the bottom up approach guarantees the large participation of companies and the requirement to disseminate the outcomes of the funded projects to the other firms of the cluster, which multiplies the impact of the funding. A condition for potential transfer is that there are (embryonic) aggregations of companies already. Within Mini Europe, the good practice transfer between Veneto and Maramures has lead to the establishment of an association in Maramures to start up a mechanical cluster.
The budget of the practice for year 2008 was 13,000.000 (Regional Fund) + about 4.500.000 (National Fund).

Evidence of success

For the period 2003-2007:
7 calls (5 for productive clusters and 2 for networks)
86.440.000 Euro of Regional Funds allocated for the 7 calls
680 proposals assessed (of which 622 eligible). 552 proposals funded.
