A model of a new governance in the framework of the innovative bio-based and sustainable chemistry
Topic of the practice
Creation of the “Polo di Innovazione per la Chimica Sostenibile” (Centre of Innovation for the Sustainable Chemistry), consisting of a light and open structure for clustering chemical companies (IBIS Consortium).
Good Practice Information
Piedmont Region has a strong chemical vocation and chemistry is an important pillar for its economy, this is the reason why it has been created the “Polo di Innovazione per la Chimica Sostenibile” (Centre of Innovation for the Sustainable Chemistry), consisting of a light and open structure for clustering chemical companies (IBIS Consortium). The objectives are:
promote research project; suport SMEs, promote the cooperation among private companies, public administration and universities in the framework of the innovative bio-based and sustainable chemistry
Focused on specific topics, the Poli di Innovazione (Centers of Innovation) are composed of groups of companies and research organizations and are managed by a dedicated entity. These Centers are tools of synergistic coordination between different Actors involved in the innovation process:
their aim is to make available facilities and services with high added value, to interpret the technology needs of businesses, to guide regional action in support of research and innovation.
IBIS Consortium was born for managing the "Sustainable Chemistry" innovation cluster. It’s a light and open structure that adopts a model of dialogue (among the Stakeholders and the external environment) based on an interactive and mutual system of adaptation to the external factors. 27 bodies are involved in the project (23 chemical companies, 1 public administration, 3 universities).
Throughout periodical meetings among the representatives of the organisations that compose it, IBIS decides what are the fields of research interesting inside the Centre of Innovation. On the base of their needs and competencies/know how, each member collaborate for the drawing and the presentation of innovative bio-based and sustainable chemistry projects. The results are property of the partnership.
Evidence of success
Thanks to IBIS, the cooperation among chemical companies brought to 25 projects elaborated in the field of the innovative research (May 2009); 4 integrated projects approved (December 2009) for a total budget of 7.2 million of Euros, of which 3,5 million of Euros co-financed by Piedmont Region. The cooperation among companies often in competition on the same market, has produced some innovative approaches that have been largely co-financed by the Regional Public Authorities (the 100% of the presented proposals have obtained a co-financing of about 50% of their total budget). The Innovation Pole is attrachting every year more companies, enlaring its presence on the territory and raising the number of research projects presented.
