Topic of the practice

The On Line Medical Reports and CRM Project is a E-health innovation project which aims at supplying high value added E-health services to the population of the Basilicata Region (mountains area).

Good Practice Information

E health service:
Creation of a web service allowing the delivery of Medical tests reports to the patient, through web download or email.
The service is established for all types of tests and medical examinations, undertaken in all the public health service structures Service provided trough a dedicated and secure web portal, based in the regional infrastructure for ICT services, and integrated to the Network of the Health Centres producing the medical reports.
Needed Resources: Web Portal - ID management system- Web Software for patients registration and medical reports consultation - Auditing procedures - Staff for system maintenance, help desk
Software for medical reports production. - Cooperation agreements with health centres
In the health centres: E-health system in place and E-signature system for certification of medical reports.
Centralized DataBase for e-Reports recording and distribution - Integrated internal network - Back office software.
Very simple conditions for transfer:
- High speed connection available all over the regional territory. Partnership of local administrations and health centres, - Availability and positive attitude of Medicine doctors
Total cost: 0,8 M.Euro
(not including ICT infrastructures already available at partners institutions and used for the service)
Cofinancing: Project implemented in the financial framework of the OP ERDF 2007-2013 Regione Basilicata, priority 2.

Evidence of success

600 registered online users; 2 hospitals delivering medical reports through the sistem; strong reduction of costs for the patients. Strong time saving on report generation, validation, withdrawal by patients. Savings in human resources for the bourocratic procedures in the health Service.
The service is fully operational for the registered patients.
The citizens have expressed strong demand for the services provided:
- A new approach in the provision of Public Health Services, centred on citizens satisfaction.
- Strong impact on cost reduction (money, time) for both the public budget and the patients.
- Improvement of access to health services for population in marginal and isolated territories.
