Good Practice Information

The main objectives of the "Conference of Services" are reducing the risks while developing Brownfield sites and making the whole process more efficient and cost-effective. As there is a lot of expertise gathered in the Conference of Services and experiences in different fields are exchanged at an early stage of the redevelopment process, it is likely that the best possible solution will be found and applied. It is a service wherein stakeholders are organised in a one-stop-shop, one common structure to discuss all the issues in Brownfield regeneration. The organisations involved are from different levels and with different expertise and include government agencies, local authorities, planners, universities and research institutes and private developers and consultants. In the Conference of Services they are all working jointly to address all the critical issues on Brownfield such as the remediation of contaminated land.
This inter-sectorial working group deals also with the necessary statutory requirements, guidance on regulations, permissions and approvals and other services to speed up the redevelopment of Brownfield sites while investigating all the potential challenge these sites can have.

Evidence of success

In the Brownfield Days in Torino the B-Team partners could convince themselves from the benefits of the good practice. Projects in the City of Torino are developed in an efficient and less time-consuming way. The environmental risks are considered very low because the different services and experts are investigating them at a very early stage. As a result of this good practice, the City of Torino has streamlined its processes in accessing statutory requirements and therefore speeding up the actual redevelopment activities. Several B-Team partners who witnessed the success first hand are thinking of establishing something similar in their regions. Based on the idea of the Conference of Services Belfast City Council initiated the organisation of a Brownfield Network together with the Northern Ireland Environmental Agency. Work to organise the "Land Forum" that will be composed of local authorities, government agencies, developers and other stakeholders has started.
