Good Practice Information

Establishing a sound baseline of data regarding energy use and greenhouse gas production are important steps towards a successful regional energy plan. A widely-used piece of software for estimating energy use and greehouse balaces is ECORegion. In order to get an easy start a first balance is calculated using national average data. However this approach does not consider regional specifics such as the changes made in the Neue Bundesländer.The Ländermodell Saxony is an adjusted method of estimating a baseline, using data from regional statistics and regional data from national statistics. The data was directly fed into the ECORegion software. This enables any user of EcoRegion in Saxony to use this more specific data automatically. The main advantage for the municipalities are that the Saxon specific data series goes back to 1990.

Evidence of success

The practice enables a more correct and better sourced data base to reflect local CO2-accounting with data back to 1990. There has been positive feedback from the five regional partner municipalities on the apaproach whihc has enabled a transfer to the whole of the Saxony region. The approach is also useable by municipalities without Ländermodell. The results ahve been integrated into the European ECO-Region-process.
