Topic of the practice

The practice pushed for the promotion of the logistics cooperation and integration (in form of consortium) among small and medium transport and logistics operators in order to increase their competitiveness through the rationalisation of purchasing, sales and logistics processes.

Good Practice Information

The main 3 focuses are related to formalised and established actions of cooperation and integration among small transport and logistics operators to better manage logistic activities and to supply an integrated logistics offer to manufacturing companies in order to:
- rationalise their logistics operations, also by means of decreasing the overall number of circulating vehicles within the provincial and regional context and enhancing the intermodal transport,
- cut their operational costs in order to increase the efficiency of the transport system,
- offer a complete range of logistics services to the market at regional, national and international levels in order to increase the international competitiveness of each involved enterprise.
The practice had two main beneficiaries: the Regional Government and the participating enterprises.
For the Regional Government: Boosting the cooperation among enterprises in order to increase their competitiveness on the markets. Using the pilot’s results in order to understand the real needs of the logistic world in Emilia-Romagna region. Providing guidelines for other authorities, so that the collaborative solutions are fully replicable at regional and transnational level with some basic conditions.
For the involved enterprises: Increasing the competitiveness on the markets. Producing savings, among 20% - 30% of actual costs from joint purchasing of “production” goods. The savings stemming from the common purchasing strategy are the direct outcome of economies of scale.
The initiative budget was about 60.000,00 euro and the financing was part public and part private.

Evidence of success

The first step of the ATRALOG cooperation was based on the creation of a buying consortium of inputs to the transport service performing, namely assurances, batteries, glasses, pneumatics, chrono-techographs. The savings stemming from the common purchasing strategy are the direct outcome of economies of scale. On yearly basis, the following are the savings obtained by the ATSRALOG companies: Assurances saving 10% (116.200,00 euro), Pneumatics saving 3% (19.700,00 euro), Batteries saving 60% (20.100,00 euro), Glasses saving 47% (8.500,00 euro), Chrono-tachographs saving 81% (29.200,00 euro)
