Topic of the practice

The Municality of Maribor (SI) prepared a emission inventory for greenhouse gases for the energy sector using the IPCC methodology (Intergovernmental Panel on Climate Change) and the traffic emission invetory with COPERT methodology (Computer programme to calculate emissions from road transport).

Good Practice Information

The emission inventory created by the Municipality of Maribor comprises two areas notably:
1. Greenhouse gases
This addressed the greenhose gases emision inventory for the sector Energy (CRF sector 1) using the IPCC methodology. The activities concerend are 1.A: Fuel Combustion and 1.B: Fugitive Emisisons. The greenhouse gases covered are Carbon Dioxide (CO2), Methane (CH4) and Nitorus Oxide (N2O). The emissions are calculated for each pollutant according to the formuale Emissions = Activity data * Emission Factor. The emission factors for all the activities involved are found in a IPCC database or in the Slovenian's National Inventory Report. For this study energy consumptions are provided at a regional and local scale. Data were provided for the period from 1995 - 2006.
2. Traffic emissions
For the calcualtion of transport emissions Maribor used the program COPERT IV. The year 2006 was teh base year for the Emission Inventory preparation. The pollutants Nox, NMVOC's, PM10, PM2.5, CO, CO2, SO2, PAH, NH3, NO2 and heavy metals we taken into account. The COPERT methodology provides a databse or emission factors for several classes of vehicles inclduing Personal cars, Light duty vehicles, heavy duty vehicles, Buses and coaches and two-wheelser. Emissions are calcuated for each vehicle type Emissions= Activity(i)*Emission factor(i), where (i) is the specific vehicle type. Data on the vehicle fleet wer collected by the Minstry of the Interior.

Evidence of success

The Emission Inventory was partially applied in Maribor before the CITEAIR II project started. Maribor has identified areas where the Emission Inventory needs to be updated and upgraded as an outcome of the project.
