Topic of the practice

The "ABC ENERGIA" project is targeted to local authorites to promote energy efficiency in public buildings.

Good Practice Information

The project, coordinated by ACER Reggio Emilia, aims to achieve 500 TEP/TOE (tonne/petroleum) avoided to obtain funding of 30% of the investments from Emilia Romagna Region. Due to the high number of TEP, it was necessary to collect different municipalities projects under the control of the Province of Reggio Emilia and show the preliminary study to the Emilia Romagna Region. The main objectives were 1) achieve 500 TEP avoided of consumption in public buildings; 2 ) increase the visibility of efficiency in the existing public buildings and obtain direct involvement of local authorities into new energy politics; 3) stimulate interaction and communication between citizens and local authorities about energy problems and opportunities. The project also aimed to stimulate the local authorities in their energy policies. 13 municipalities were involved. The main themes of energy independence are different projects including the development of appropriate local heating grid, with cogeneration systems, the energy supply of very near public buildings (schools, offices, swimming pool or other public structures) and the optimization and the maintence of old plant and heat generators integrating with electric production. For two municipalities the project suggested the use of biomass generators. The project was an opportunity for the municipalities to increase the visibility for climate initiatives of local authorities, to stimulate interaction and communication into the schools, between citizens and local authorities.

Evidence of success

This practice offers public authorities/municipalities a package which includes the preliminary stage and the possible funding system and the possible interested investor. To date the project has CO2 avoided: 310 ton of CO2 and TEP/TOE avoided: 132.02. By the end of the project CO2 avoided: 2190 ton of CO2 and TEP/TOE avoided: 739.98 It is however necessary to monitor the efficiency result for 3 years post project and transmit to the region the results of the environmental benefit, reduction of CO2, TEP avoided and show the long-term results through indicators. Municipalities were interested to learn more about their real consumption situation and to improve the energy efficiency of their buildings.
