Growth and strengthening of the Social enterprises

The aim of this tool is to assist with the emergence and development of economic projects meeting social utility needs which are not provided for. These projects must promote means of production and consumption with a priority on individuals, creation of social cohesion and respect of the identity of the region and the environment.A partnership agreement is set up for three years between the region and the project-bearing organisation on the basis of a multiyear development plan.At the end of this partnership, the business must be sustainable.Provence-Alpes-Côte d'Azur Regional Funding capped at 50% of grants.Beneficiaries are creators or structures launching a new business activity in the field of social economy.The average annual budget is €750.000,00.Annual agreements specify the objectives and the resources used for the year in question by the organisation, and the funding provided by the region.
A review is carried out each year, to enable the Region to decide whether or not it wishes to continue its partnership, or whether it wishes to ask the organisation to change its orientations in the light of the results achieved.This practice demonstrates the interest of a genuine partnership. The scheme corresponds well to project start-ups in the field of social entrepreneurship: start-up is slower than for traditional companies, and requires long-term public support, with amounts and types of aid to suit the actual needs of the project.
Evidence of success
Main results are:76 projects in 5 years.€69,300 of aid on average per project. 60% of projects begun in 2005 or 2006 have had favourable outcomes at the end of the 3 years of partnership (sustainable business, job creation).29 projects are in their 2nd year.10 projects are in their 3rd year.Approximately 190 jobs have been created by the 76 projects as a whole.The requirement of a mid-term development plan, the definition of annual objectives, the necessity of finding at least 50% of the funding elsewhere are all excellent learning experiences for the project bearer.
