Topic of the practice
territorial development by on-place based cultural values enhancement
Good Practice Information
The project “Cultural heritage tourism path development of the Ligatne’s Paper Factory village” was implemented by the municipality of Līgatne. In 2007 the municipality started the project to identify Līgatne’s Paper Factory historical centre, identify solutions for the centre's efficiency for local people and to develop the historical part of the village. The project activities attracted ERDF
resources. At an international level the project is significant because Līgatne’s heritage centre and Paper Factory is the only 19th wooden building industrial complex in Europe. It has attracted national cultural interest and has protected local cultural heritage. At a local level the implementation of the project has benefitted the local inhabitants and provided a basis for local development.
Evidence of success
The project resulted in the preservation and protection of a cultural heritage asset that attracts approximately 1,000 additional visitors per year. In July, 2011 the Līgatne Paper Factory’s historical village won the competition of European Commission’s EDEN (European Destinations of Excellence) Project Competition for the most outstanding tourist destination in Latvia.
