Good Practice Information
The Region Emilia Romagna undertook a strategy of coordination in urban logistics. The purpose was to improve the knowledge of the various experiments made in all cities with more than 50,000 inhabitants and to coordinate their actions in order to improve transport systems and to foster economic development. Urban logistics policies traditionally belong to the jurisdiction of cities. The RER considers that this jurisdiction is engaged in several domains because urban logistics have to be integrated into a regional system. RER’s strategy is to coordinate actions for an enhanced knowledge of urban goods practices between cities, to promote common programmes, to support local initiatives by regional funds, and to make sure that the innovative practices implemented by some cities remain efficient in the long term. Actors: RER, Italmondo srl and national association city Logistics, 13 municipalities more than 50,000 inhabitants (all small to medium in size, with medieval plan, difficult to reach and often are a few tens
of km apart). This implies the need to consider the Region with a single logistics system, but with specific problems of accessibility and relationship. Resources: 600,000 € European funds (Modena, Piacenza, Ravenna, Parma) 1,200,000 € regional funds ( 9 other cities) 50% region/50% local funds : 18,299,000 € for urban logistic Platforms 4,480,000 € for freight vehicle substitution.
RER : 3 persons. The experts in the cities of RER : Bologna, Ferrara, Parma, Modena, Piacenza, Ravenna, Rimini. Critical success factors: Dialogue between decision makers and stakeholders; Harmonisation; Information; Subsidies. Tranferibility: More Regions are considering urban logistics as a new priority. In France, the Ile de France Region began a large urban logistic programme (large survey undertaken in 2010). Even if local cities have competence in urban logistics regulation, a region helps by making the whole system more coherent and efficient.
Evidence of success
The action revealed the various local measures set up in order to improve the performances of the urban logistics. It evaluated the costs of implementation of the various experimentations and provided information about the financial participation of RER. Several typologies concerning the current measures in all the RER cities: Regulations about goods access in city centre: UCC, Public-private Partnerships, Times windows for deliveries, Incentives for new clean vehicles, Formation, information. Identification of regulations about urban distribution: restriction of access in central areas, cooperation of players for goods consolidation.
