Energy efficiency in buildings

Good Practice Information

In order to get an overview of the energy and water consumption of its own buildings, the city of Bistrița trained staff members to allow them to become energy managers. The municipality acquired an application that allows for creating a database of the energy and water consumption in public buildings, in order to ensure continuous monitoring and to generate analytical reports.
Bistrița organised a training course for the 40 energy managers in schools and municipal offices. Those people are responsible for drawing up charts (one per building) using the software application. The chart summarises the monthly water, power and gas consumption and a series of analysis to allow for monitoring.

Evidence of success

The success of this approach is demonstrated by the fact that it enables the following:
- Evaluating the necessity of energy refurbishment of the public buildings ran by the municipality.
- Monitoring the consumption (gas, power and water) after having implemented energy efficiency measures in public buildings.
- Data necessary for the reports to be submitted (every two years) to the Covenant of Mayors Office regarding the implementation of Bistrița’s Sustainable Energy Action Plan.
