Territorial strategies for Green House Gas (GHG) reduction
Good Practice Information
To reach the ambitious goals of Green House Gas (GHG) reduction and focus on energy efficiency, incl. development of new energy resources, The Annual Climate Action Program involves private and public enterprises and organisations throughout the county. There is a focused and clear operational approach to the programme regarding the involved partnerships. Partners will be connected to individually described sub projects in various fields. Business and industry is one of eight target areas, as is Energy. In addition, the county’s Regional Development Program specifically targets companies focusing on green/eco innovations with their grants and national funding. This includes, amongst others, projects concerning development of new energy sources, offshore wind operations, clean maritime transport and an industrial incubator on clean carbon technology. Through environmental certification of the county organisations and eventually the municipalities, and industry, Hordaland has formulated policies and measurements for public procurement that include environmental criteria. This is also one way of stimulating businesses to deliver more sustainable products.
Evidence of success
The development of the Annual Climate Action Programme , not only at county level, but also in the municipalities, plus a strong climate focus in national plans, has among its results:
1. Climate/environmental demands in the county council’s procurement policies
2. Beginning climate/environmental demands in the municipalities’s procurement policies
3. Optimization of energy use in the county council’s own activities, mainly buildings and transport
4. Stronger focus on reducing GHG and on optimizing use of energy in business development
Concrete results concerning Biogas, Fuel cell tech, Maritime clean tech, offshore wind, CCS-incubator and renewable gas for buses and industry. Municipalities/sub regions promoting environmental certification, use of wood in buildings, connecting companies to potential customers wanting to stop fossil heating of their homes.
