First Level Control Requirement

The Region Bruxelles Capitale has chosen a decentralised control system. The beneficiaries from the Brussels Capital Region will have to propose an independent controller (internal or external) to the following body :

The body will authorise the controller proposed by the project partner (All project partners other than the Lead Partner) after having checked that the controller is sufficiently independent from project activities and finances and qualified to carry out the control of an INTERREG IVC project.

Brussels based European Networks of national, regional and local authorities or bodies governed by public law are requested to contract an external controller.

The controllers have to be officially authorised before the first expenditure can be reported and confirmed.

The costs resulting from the control (staff costs in case of an internal controller, external expertise costs in case of an external controller) can be reported as eligible costs (costs that are in line with the programme requirements and can be approved for co-financing from the ERDF) in compliance with the relevant EU-regulations and programme rules.

Brussels based offices from national, regional or local authorities from countries other than Belgium will not be accepted as Lead partners or partners of an INTERREG IVC project. It is recommended that the respective authority in the home country applies directly.
Brussels-based offices from the Belgian regions of Flanders or Wallonia have to apply the first level control requirements of their respective region.
