The fourth call for proposals (period of time in which applications can be submitted to the Joint Technical Secretariat) closed on 1st April 2011. Allowing the time for the paper applications to arrive from all over Europe, we can now say that 356 applications have been received. This brings to a total of 1358 applications received over the 4 calls for proposals launched by the programme.

Checks, and double checks

Over the last few weeks, programme staff have been processing the applications received, checking that the administrative and eligibility requirements have been met. This is an important and delicate process, as a 'No' to any of the elibility questions will exclude the applicaton from further assessment. At least two people carry out each eligibility check (the first step of a two-step evaluation procedure. Operations applying for ERDF funds have to pass the eligibility check successfully in order to be considered ...) , on the basis that "four eyes are better than two". Applicants will be notified by letter if their application is found to be ineligible, once the eligibility check has been fully completed for all applications.

Quality matters

The next step in the process will be the extensive quality assessment (Second step of a two-step evaluation procedure operations applying for ERDF funds have to pass successfully in order to be considered for ERDF funding) of eligible applications, based on the six pre-established quality criteria. Again, each assessment is carried out by two assessors, one of whom reviews the other, to ensure the quality and consistency of the assessment.
